- چکیده انگلیسی: Since a large number of the oil and gas projects are related to the supply chain, the selection of contractors and suppliers is very important. In projects, a contractor is obliged to supply the goods from suppliers and manufacturers approved by the clients, while most companies in Iran, including the company surveyed in this research, i.e. Iranian Offshore Engineering and Construction Company (IOEC, do not have a scientific approach to this issue). The main objective of this research is providing a scientific and practical approach to ranking suppliers and contractors at IOEC and selecting the best ones. In order to achieve such an objective, an integrated model of Swing and TOPSIS methods with fuzzy approach has been designed and applied to a real case. The actual data used are obtained from the post-lay survey of the exports and infield pipelines of South Pars development phases 13, 14, and 22.

The motivation of this paper is the way in which the alternative fuel modes for public transport are analyzed. The aim is proposing a hybrid method to select the best fuel for public transport. The buses with old and new alternative fuels are considered in this paper. Several types of fuels are considered as alternative-fuel modes, e.g., conventional diesel, ultra-low-sulfur diesel fuel, bio-diesel fuel, and electric and gasoline hybrid engine. Moreover, many decision criteria categorized into performance, environmental, economical, infrastructure, technological, social, and risk are taken into consideration. The paper uses a hybrid multi-criteria decision analysis model to rank the fuel modes and/or choose the most efficient one. This hybrid method consists of rank order centroid method to assign the weights to the criteria, and additive ratio assessment technique to analyze the decision-making matrix. To demonstrate the applicability and flexibility of the model, a case study with data given by the experts from the respected fields is employed. The result presents that the liquefied propane gas (LPG) outperforms the other options in terms of the selected criteria.

- چکیده انگلیسی: Hydraulic Fracturing (HF) is the most applicable technique for increasing productivity in reservoirs with medium to high permeability. Iranian oil and gas reservoirs with such permeability can benefit from this technology. Nowadays, this is not a very common technique in Iran. Because of various risks and related factors in Iran, the HF operation elements (e.g., designing, execution, evaluation, management and etc.) have not had considerable success and expansion. Correspondingly, an appropriate risk assessment and management can help the National Iranian Oil Company (NIOC) for developing this technology in their reservoirs. The aim of this work is to assess the HF risks and to determine an effective handling plan for this operation in Iran. The proposed methodology includes literature review, face-to-face interview with the respected experts, and evaluation of the gathered data. We hope the advised handling options are properly applied as a guideline for a successful HF in Iran.

- چکیده انگلیسی: The motivation of current research study is the way of diagnosing and ranking risk factors of a completed real-world gas injection project. A Nominal Group Technique is used to establish a Risk Matrix Structure, and to identify risk factors. Next, a hybrid group Eigen Vector Method and Simple Additive Weighting is applied to assign the weighs to risk factors. In this procedure, it is assumed that risk factors influence on the project constraints which are scope, quality, cost and time. Moreover, at the whole assessment stages, the opinions of twelve experts are utilized through several expertise meetings. The results indicate that the top-ten risk factors are: Poor or nonexistent project management system in the project; Bad estimation of Scope of Work; Lack of frozen requirements; Lack of cooperation among consultants, suppliers or subcontractors; Overemphasis of technical specifications in design; Conduct planning without a view on the project priorities; Inadequate/Invalid project assumptions; Failure to receive requirements from the client; Lack of people skills in the project leadership; and Absence of precise/accurate information.

- چکیده انگلیسی: Following globalization and intensifying the competition in the business environment, most of the businesses are looking for competitive advantages. One way to achieve this goal is to form industrial clusters. In this paper, an screening model is introduced for determining industry clusters portfolio of the natural gas value chain. The model uses Industrial Clusters Structures (ICS), and develops a sequential filters-based technique to select the the portfolio. At the first phase, all products of natural gas value chain and their industrial clusters are identified. Next, on the basis of forming criteria of industrial cluster, high potential products to form a cluster are recognized. Then, they are evaluated and filtered based on a techno-economy and environmental feasibility study. Finally, the candidate products to form industrial cluster of natural gas are specified. In accordance with the natural gas experts opinions, a Nominal Group Technique (NGT) has been conducted to demonstrate the validity of the model. Moreover, the application of the proposed model was implemented in a a real case extracted from Iran petro-chemical industry. We believe that using the proposed model helps the relevant analysts to make decisions in most productive manner.

- چکیده انگلیسی: Projects execution is an important way to implement organizational strategies, especially in the project-based organizations. In such organizations, the decision-makers usually encounter a problem of the project portfolio selection. Of course, regarding the decision-makers’ risk attitude, they tend to direct organizational resources toward projects with low threats and high opportunities. This paper introduces a new technique for ranking projects and selecting a project portfolio, taking into account the decision-makers’ risk attitudes. In this technique, for application easiness, experts’ judgments are received as qualitative estimations. Besides, the proposed technique includes a special way to calculate the total risk level so that it avoids the computational issues of the traditional methods. At the end of this paper, an application of the proposed technique in a real case extracted from steel structure industry is analyzed.
