چکیده:
از شرایط حیات محلات در شهر، وجود زیرساختهای تأسیساتی چون آب، فاضلاب، برق، گاز و ... می باشد. وجود نقصان در عملکرد هر بخش از این تأسیسات، موجب خدشهدار شدن زندگی در محله می شود و آسیبپذیری کل محله را به دنبال خواهد داشت؛ بنابراین سنجش میزان آسیب پذیری تأسیسات شهری و شناخت وضع موجود آنها، از اولین گامهای کاهش آسیب پذیری شهر است. پژوهش حاضر باهدف کاربردی کردن دانش بنیادین ارزیابی آسیب پذیری، به روش توصیفی و با رویکرد کمی به ارزیابی میزان آسیبپذیری تأسیسات در مقابل زلزله در دو دسته شاخصهای عینی و مدیریتی (که هرکدام دارای زیرشاخصهایی هستند که به روش دلفی-AHP وزن گذاری و نقشههایشان در محیط GIS تولیدشدهاند)، در مقیاس محله قدغونِ بروجرد می پردازد. نتایج حاصل از مطالعات میدانی و مصاحبه با مسئولین ذیربط نشانمیدهد که پس از گذشت 12 سال از آغاز فرایند بازسازی این محله، 27% لوله های فاضلاب، 35% لوله های آب شهری، 80% سیم های برق، 24% تیرهای چوبی، 51% لوله های گاز تعویض شده است، از طرفی عدم لحاظ استانداردهای لرزهای سیستماتیک و برنامه مدیریت بحران در تاسیسات، کاهشی جزئی در آسیب پذیری آنها را منجر شده است. نتایج حاصل از ارزیابی آسیب پذیری تأسیسات در شاخصهای عینی نشان می دهد، تمامی 5 شاخص لوله های فاضلاب، آب شهری، برق، گاز و مخابرات، عددی بالاتر از 3 از 5 را کسب نموده؛ و در شاخصهای مدیریتی از میان 6 مورد بررسی شده، شاخصهای وجود استاندارد و برنامه ریزی با عدد بالاتر از 4 و شاخص های تراکم و عمرتاسیسات در بازه 2-3 از 5 ارزیابی شده اند. درمجموع عدد آسیب پذیری تأسیسات در دودسته شاخصهای عینی و مدیریتی به ترتیب برابر 3.47 و 2.805 از بازه 0-5 است، که در ترکیبی وزنی، عدد آسیبپذیری تأسیسات محله 3.2496 با آسیبپذیری متوسط روبه بالا ارزیابی می شود.

Infrastructures such as water, sewage, electricity, gas and etc. are some of the crucial living conditions of neighborhoods in cities. The deficiency of the performance in any part of the facility disrupts the life of the neighborhood. Therefore, measuring the vulnerability of urban facilities and their current status are the first steps in reducing urban vulnerability. The purpose of this study is applying the fundamental knowledge of vulnerability assessment in practical and quantitative approach to assessing the vulnerability of the facility against earthquake in two categories of objective and managerial indicators (each of which has sub-indicators weighed in the Delphi-AHP method and their maps are generated in the GIS software) in the scale of the Ghodghun neighborhood of Borujerd. The results of field studies and interviews with relevant authorities indicate that after 12 years since the beginning of the reconstruction process, 27% of sewage pipes, 35% of urban water pipes, 80% of electrical wires, 24% of wooden beams, 51% Of gas pipes replaced, while due to the lack of systematic seismic standards and the facility disaster management plans, has led to a slight decrease in the facility vulnerability. The vulnerability assessment results of the facility in the objective indicators show that all five indicators of sewage pipes, urban water, electricity, gas, and telecommunication have a number higher than 3 out of 5; and in management indicators of 6 The index, the existence of standard and planning indicators above 4, the indicators of congestion and utilities in the range of 2-3 out of 5 have been evaluated. In total, the vulnerability number of the facility in the two categories of objective and managerial indicators is 3.47 and 2.805, out of 0-5 range, which, in the weighted combination facility vulnerability, is estimated 3.2496 which evaluated a Medium upward.
